The Texas Legislature has been called into a special session to redraw congressional districts.
The Republican majority will use demographic data and their political advantage to ensure new
districts elect Republicans.
Let the people draw the lines!
The partisan gerrymandering of congressional districts to fix the outcome of elections
effectively disenfranchises voters. Redrawing district lines to favor one party over another
reduces competition, dissects communities and violates the constitutional guarantee of equal
protection. Republicans, Democrats and especially the 35% plurality of Independent voters will
not be served by partisan redistricting.
Therefore we call upon Governor Rick Perry and the Texas Legislature to place a constitutional
amendment on the November 2003 statewide ballot to establish an independent citizens redistricting
commission consisting of equal numbers of Democrats, Republicans and Independents.
